COVID-19: CORONAVIRUS UPDATE #52 - Vaccine Update
Carroll County officials are working closely with and under the guidance of District 4 Public Health in Georgia to assist in the distribution of the COVID 19 vaccine. District 4 Public Health has received an overwhelming response and we feel is it our duty to our community to try and answer some of the frequently asked questions we are receiving at this time to assist in a better understanding of what we have been told is happening in county.
FAQs
- Who is included in the Phase 1a rollout of the vaccine? Healthcare workers in clinical settings (e.g., nurses, physicians, EMS, laboratory technicians, environmental services) Staff and residents of long-term care facilities All law enforcement and fire personnel (including volunteer departments) Adults aged 65 and older (and their caregivers as applicable)
- Is an appointment needed? As of Department of Public Health’s latest press release on Saturday, January 9, 2020, yes, an appointment must be scheduled to receive the vaccine at this time.
- How can we register for an appointment? To schedule an appointment, please call 800-847-4262 option 1. Call center hours will be 8:00 am – 6:00 pm Monday – Friday. You can also complete a form at https://www.district4health.org/covid-19-vaccination-appointment-form/ to have someone call you to schedule an appointment.
- What if I cannot get through on the phone and once I do the cue is full and I have to start over? We hear your frustrations and do not have a clear answer on when the issue will be fixed, however we have heard that people have gotten through and appointments were scheduled. If we receive an update on this feature, we will update this post.
- I tried to register online, and the site is down. We understand the site is does not currently have the option to fill out the form online. This could be due to all appointments being filled today and as more times become available for the next clinic, this feature could re-open.
- Are there going to be more clinics scheduled? Yes, as more vaccines are made available, more appointments will be scheduled. It is our understanding as of today that all the appointments for next Tuesday’s clinic are booked due to the response received over the weekend and this week of those wanting the vaccine. We were advised for the public to be patient and remain calm and the Department of Public Health is working to schedule appointments as more vaccines become available.
Carroll County wants our citizens to know that we hear you, we are working for you, and are doing everything we can to assist the Department of Public Health to make this process as seamless as possible. The Carroll County Sheriff’s Office, the University of West Georgia staff and Police, West Georgia Ambulance, and many other community partners are working tirelessly to ensure the process is efficient and safe for all those participating. We have been assured by the Department of Health that more vaccines are on the way and they will continue to set up clinics and appointments to meet the needs of our citizens and first responders.

Governor Brian Kemp issued a new Executive Order late yesterday regarding guidelines as it relates to COVID-19. In this order Governor Kemp encourages social distancing, strongly recommends wearing face covers when in public, and to continue the practice of sanitation. This Executive Order is effective through July 31, 2020 at 11:59 p.m.

Join Carroll County in participating in the Georgia Safety Promise to help flatten the curve and spread of COVID-19. As more businesses are re-opening, more people are having face to face contact, and schools looking to start the next school year, it is more important now more than ever to commit to the safety of yourself and our community. The Georgia Safety Promise is a Statewide campaign initiated by Governor Brian Kemp and the Georgia Department of Health that encourages businesses and the public to agree to simple, but critical, measures that will keep Georgians safe from COVID-19. Carroll County Officials are working closely with our community partners, including Tanner Health Systems and all are participating in weekly calls to ensure we continue to learn about the cases and the effects of COVID-19 within our community. We are learning that the numbers of those infected are increasing due to more testing and contact tracing that has become available throughout our County in recent weeks. The average age of those infected are approximately 36 years of age and according to medical professionals that age group appears to be responding better than the average age of 76 at the peak of the virus in March. Carroll County is hopeful that we will gather support form our citizens and set an example to the rest of the State that we are taking the spread of the virus seriously and by encouraging wearing masks in public, keeping our hands washed, and surfaces clean, each of us are doing our part to assist in this Statewide effort. We understand this virus and the data seems to change constantly and we also are aware that most people are ready to proceed back into normal life. COVID-19: CORONAVIRUS UPDATE #49
Officials throughout Carroll County including those within the Carroll County Board of Commissioners participated in a COVID-19 conference call with Tanner Medical Staff today to discuss the current situation within our Community. Tanner Officials did report there has been a spike in numbers of positive COVID-19 patients but did share encouraging news that there were far less hospitalizations and deaths than we experienced at the height of the Pandemic in March.
Dr. Laura Larson, Infectious Disease Doctor at Tanner Medical advised the average age of newer positive patients are approximately 36 years old and pointed out that number is much younger than the average age we experienced at the height of the Pandemic in March as well. Dr. Larson strongly recommends to wear a mask in public as studies have shown wearing a mask does help in slowing the spread of the virus and asks that you use precaution around those who are elderly or vulnerable as we want to protect them from the illness.
Carroll County Government understands the importance of updating the public with the current information as we move forward in establishing normalcy again and especially with the new school year just around the corner. We as a community are invested in working together to provide a safe environment for our citizens and ask that everyone join us in using best practices to prevent the spread of the virus so we can continue to flatten the curve and slow the spread.

As the Country and Carroll County work every day to get back to normal after local and State restrictions are lifting and more citizens are having face to face contact and getting back to the activities and people they love, County Officials were approached by Worship Leaders in our Community in conjunction with the Georgia Department of Health to set up several testing sites throughout the County to provide free COVID-19 testing so those who wanted to be tested would be able to do so quickly and efficiently.

PUBLIC NOTICE: JUDICIAL ORDER REGARDING COURT OPERATIONS
The Carroll County Courthouse is open, however the courts strongly encourage those seeking assistance to call ahead and schedule an appointment or to inquire on any pending court cases.
The latest Judicial Order by Chief Superior Court Judge John Simpson states, “All individuals entering the courthouse will follow all the recommendations issued by the CDC and Georgia DPH about social distancing, including but not limited to, wearing a mask or cloth face covering over the nose and mouth at all times while on courthouse property, frequent hand washing, and maintaining a minimum of six feet of space between (people or individuals not of the same household).

FREE COVID-19 TESTING COMING TO CARROLL COUNTY STARTING NEXT WEEK
Dr. Charles Rouse and Dr. Laura Larson, two highly respected medical figures in our community have been working in concert to assemble a team to join them in the efforts of making free testing available in our community. The support quickly grew to six Churches spread out over the county. When they approached the idea to set up multiple test sites over a two week period with Chairman Michelle Morgan, she reached out to the Carroll County Sheriff’s Department and Emergency Management and the planning began. The hopes behind the community wide effort is to assist in getting more people tested and relieve the burden of going to a Hospital or Doctor’s office and paying for a test. The more people tested the more lives can be saved. Some people may not know if they have the virus because they may not exhibit any symptoms. People who are asymptomatic may pass the virus and never know they have it before exposing other individuals.
Tim Padgett, Emergency Management Director, stated “It is a privilege to participate and assist in this effort to support the Churches efforts to provide a safer and healthier community for everyone.” Chairman Morgan and Director Padgett have been working very closely with Major Craig Dodson from the Carroll County Sheriff’s Office to ensure the testing sites are prepared with the safest entry and exit strategies for the community to participate and not have to wait in long lines or cause a traffic jam.
Major Dodson advised, “The Sheriff’s Office is working to provide a clear traffic safety plan to ensure that testing is as safe and efficient as possible.”
Chairman Morgan has visited several testing sites in recent weeks after the idea developed and even participated in being tested for COVID-19 herself at the site in Coweta County so that she can share her experience with the citizens in hopes that it will make people feel more comfortable getting tested. Chairman Morgan advised, “The test was not bad as I anticipated and I learned so much from visiting the testing sites and participating in having the test performed. I knew it was a must for Carroll County and I thank Dr. Rouse, Dr. Larson, and the Churches for spearheading this community wide effort.”
The goal is to not just slow the spread, but to stop the spread by continuing to test, educate, and hoping those who test positive will quarantine to keep others safe so together we can beat this virus. We are so lucky to have a group of respected Church leaders who have come together to plan and gather support for their efforts. As you may have seen in the early stages of COVID-19 places of Worship were linked to hot spots and as many Churches plan to move towards gathering together again while taking extra steps to ensure everyone’s safety, the congregations have all agreed they will feel safer and healthier walking into a Worship Service knowing they took the extra step to get tested.
The idea branched off into not just testing the congregations but extended the effort community wide. Carroll County is so lucky to have such strong spiritually leaders who not only look out and pray for their congregations but also extend their generosity beyond to our citizens and community as a whole.

Carroll County Board of Elections Staff is ready for you to come exercise your right your right to vote and feel safe while doing so! You may cast your early vote at the Elections Office located at 423 College Street, Carrollton, GA.
All tables and voting machines are spaced six feet apart to comply with social distancing, all stations are cleaned after each voter, and wearing a mask is recommended.

Governor Kemp issued a new Executive Order yesterday, May 12, 2020 in reference to The "Reviving a Healthy Georgia Order" that was signed into effect last month. This order relaxes restrictions on restaurants, gyms, child care facilities, and extends the order to keep clubs, bars, and music venues shut down until May 31, 2020.

Weapon Carry License Update:
As County Government begins to re-open we recognize the importance of assisting applicants in obtaining their Weapon Carry License. Probate Court is currently taking appointments for those seeking this permit and those appointments can be made by contacting 770-830-5840. Also, applications for the Weapons Carry License can be completed online at georgiaprobaterecords.com, by completing this step online it will speed up the process when applicants come in for their appointment time.

Public Notice: Animal Services and hours
Carroll County Animal Services will be open normal hours Monday-Friday 8am-5pm and Saturday 8am-4pm.
All intake and adoptions will be by appointment only. The public will need to contact staff at 770-214-3590 to make an appointment and they will go over the procedure-adoptions will be a little different than intake.
They are asking the public to consider fostering found animals-letting them know they have found the animal, posting it on social media and keep the animal. Animal Services can assist supplying a foster with food or crates if needed. Animal Services can also provide critical information about kittens that are found and how to care for them or if it is best to leave them alone if the mother is with them and they are not sickly.

PUBLIC NOTICE: HOURS OF OPERATION FOR TAX COMMISSIONERS OFFICE AND EXTENSION OF REGISTRATION RENEWALS
Department of Revenue Extends Vehicle Registration Renewals to June 15, 2020:
The Georgia Department of Revenue (DOR) has announced the renewal date for all vehicle registrations that expire between March 15, 2020 and June 13, 2020 has been extended through June 15, 2020.
Hours of Operation:
Tax Commissioner, Vickie Bearden stated the operating hours for the Tax Office are 8am - 5pm Monday through Friday and the line is cut off at 4pm. A mask must be worn to come into the building, (the office does currently have masks for the public if they don’t have one of their own). Only 10 persons are allowed in the building at a time and people will be assisted by individual availability of the clerks to ensure social distancing.

If you have received a traffic ticket or have a pending misdemeanor in Carroll County please make sure the Carroll County Clerk of Court has your CURRENT address.
Due to the Judicial Emergency we have rescheduled a number of court dates and new notices have been sent via U.S. mail. A large number of notices have been returned as undeliverable.
Missing your court date could cause you to have a bench warrant or license suspension. Please contact 770-830-5830 with any questions or to update your address.

Chief Justice Harold Melton Extends Judicial State of Emergency to June 12
Chief Justice Harold Melton announced he will extend the Statewide Judicial Emergency, view particulars at https://www.gasupreme.us/extend-judicial-emergency/ (through June 12, 2020. Under the new extension order, all criminal and jury trials will continue to be suspended and courts will be barred from summoning and impaneling new trial and grand juries. ANNOUNCEMENT: CARROLL COUNTY GOVERNMENT GOING BACK TO WORK WITH PROVISIONS
As stated in previous posts in reference to daily operations of Carroll County Government our number one goal is the health and safety of our employees as well as the public. Carroll County workers will begin working full time again on Monday, May 4, 2020 but operations will look a little different as we adjust to this “new normal.” Please take the time to read the information provided and how to contact the Departments you may need.
As we resume business on Monday, it will not be business as usual, as we ask the public to please contact the Department they are seeking by phone and schedule an appointment if necessary to have in person contact. Since COVID-19 began we have adjusted many services so they may be handled by phone to make it easier on the public to still receive quality service without having to visit our facilities. Our County Officials and Department Heads are committed to serving the citizens of Carroll County to meet their needs and still provide services in the safest way possible.

PUBLIC NOTICE: PARKS REOPENING!
Carroll County Parks will reopen on May 4, 2020 for residents to walk, run, hike, or enjoy horseback riding to provide the opportunity for residents to continue to get outside, exercise, and get fresh air as we understand that Nature is a great comfort in times like these. We know our citizens have been patiently waiting for these amenities to be available again and County Officials along with Department Heads have worked closely together to ensure that YOUR health and safety is our number one priority.
Residents should expect bathrooms to remain closed as the parks reopen as we utilize the Carroll County Prison Inmates for maintaining the cleanliness of the parks. Officials are currently trying to compile a time frame of when it will be safe to utilize the Inmates again to provide full services as we do not want to expose them in an effort to maintain the health and safety of the Prison.
The beach at Tanner Park will remain closed and the citizens that enter the facilities will be educated as to what areas of the park are available to the public and what areas will remain closed for now.
Camping will be allowed; however, you must be self- contained with water, electric hookups, and be equipped with your own restroom and must be a resident of Carroll County. We encourage our residents to call ahead for site availability to your favorite park.

These guidelines will be reviewed on May 13, 2020 as to any changes that need to occur as this is an evolving situation.
We will continue to stress the importance of social distancing to prevent a spike in the cases of COVID-19 so that we can continue to take steps forward to provide full service to our citizens and not take steps backwards. The success of reopening will be a team effort between, Government Officials, Park Staff, and the Citizens who utilize the County’s Park facilities.

Governor Kemp Signs “Reviving a Healthy Georgia” Executive Order
As several businesses are re-opening around Carroll County today and more expected to follow in the coming days, we wanted to share a link that was provided by the State in reference to the latest Executive Order signed by Governor Kemp specifying guidelines for “Reviving a healthy Georgia”.
The specific provisions in this 26 page document cover topics such as general guidelines related to Social Distancing, gatherings, and the wearing of masks as well as extends the Public Health State of Emergency through May 13, 2020. It also addresses Shelter in Place for those at a higher risk of severe illness and provides more information related to restaurants and dining services, industry, commerce, organizations and non-profits, healthcare, education and more.

Carroll County Response to Governor Kemp’s Executive Order:
Carroll County Officials have reviewed the Executive Order and in an effort to continue to practice social distancing and do our part to flatten the curve and spread of COVID-19 we are going to continue to implement the following to which we have been practicing for several weeks now and our hopes will be to re-evaluate the situation on May 4, 2020 to determine what changes can be made to continue on the road to re-opening our services to the public safely.
All County Offices will remain closed to the public and citizens will be seen by appointment only.
County employees will continue to rotate shifts, and work from home as much as possible and feasible to ensure we keep our employees safe and allow extra time to evaluate health conditions and situations before we run full staff again.
All parks will remain closed until May 4, 2020. We know many of you are anxious to get the parks back open. We are working with the Carroll County Prison on when inmate labor can resume so the park bathrooms, camp sites, playgrounds, and common areas can be cleaned and ready for you to enjoy! Your health along with our staff is our number priority.
As of now, the Courthouse will still function on appointment only and call ahead to check the status of your case.
Our hopes are the numbers of those infected will not spike and put us in the position to continue to limit our services, as we along with everyone else would love to get back to “normal”, however the health and safety of our employees and the public is our number one priority.
We cannot stress enough how important it is with the Governor’s Executive Order that we still maintain self-responsibility, be considerate of others, practice social distancing, and count on everyone to do their part so we don’t take two steps back.
Many of our small business owners throughout the community have reached out to discuss what steps they will implement to ensure the safety of themselves, their employees, as well as the public when they re-open. We have to trust they will do what is in the best interest of the community and that the citizens will do what is in their own best interest as well, as once again we navigate these uncharted waters together.

CARROLL COUNTY CHAIRMAN MICHELLE MORGAN APPOINTED TO GOVERNOR KEMP’S COUNTY ADVISORY COMMITTEE FOR COVID-19 ISSUES
On April 7, 2020 Governor Kemp created a committee consisting of 18 County Chairs and Administrators throughout the State of Georgia. This committee was formed to devise, debate, and decide upon ideas to address issues affecting counties as a result of the COVID-19 pandemic and to deal with exigent issues stemming from the presence of the disease, and to offer agreed upon conclusions to the Governor for his consideration. The Committee will meet weekly via teleconference and held their first meeting, on Wednesday, April 8, 2020.
Chairman Morgan was one of 15 Chair Persons within the State to be appointed to the Committee due to her leadership and effectiveness during this time of crisis being one of the first in Georgia to sign a Public Health State of Emergency to ensure Carroll County would receive the financial assistance it needs during these unprecedented times.
Chairman Morgan stated after the first Committee meeting, “This is a tremendous honor and opportunity to work closely and share ideas with other Commission Chairs and Governor Kemp to discuss economic recovery efforts when we emerge from this Pandemic. I will continue to work hard to focus on what actions need to be taken on a local level to ensure our citizens have every resource and opportunity available to assist them.”

We were saddened to read the press release issued by Tanner Health Systems in regard to the “Report Card” rating Carroll County received in reference to the number of those actually practicing social distancing. The Carroll County Board of Commissioners have been very supportive of Tanner Health Systems along with the Carroll County Board of Health who set guidelines on social distancing and sheltering in place to help flatten the curve and to prevent further spread of COVID-19.
The County Government has taken an aggressive approach from the beginning being one of the first in Georgia to declare a State of Emergency to ensure our citizens would be taken care of during this crisis. In the early stages we were working hard to educate and encourage citizens and businesses on the importance of social distancing and to be the example to others who hopefully would follow suit in hopes that Carroll County will fare better than projected in the end.
Carroll County Government also took a strong stance on social distancing of our employees to set the precedent and show the Community we are working to follow the guidelines set in place by the CDC and the Board of Health by cancelling recreation and park events, rotating our work force and allowing employees to work from home, and closing buildings to the public in an effort to limit exposure to our employees and the citizens.
Morgan Oil Company is reporting they have sold approximately 41,000 gallons less of gasoline during the week of March 24, 2020 thru March 30, 2020, the week immediately preceding the Shelter in Place order issued by the Carroll County Board of Health. This reflects gas sales are down approximately 89.52% from what they were the same week in 2019. This is a glimmer of hope that most residents are taking the orders seriously and sheltering in place and traveling less to do their part to social distance and flatten the curve.
We encourage everyone to continue to do their part to keep their families and our communities safe, so that we may see the light at the end of the tunnel sooner rather than later. We want ALL of our citizens safe and healthy and together we will get through this! We know this is a hard time for everyone as we navigate through these unchartered waters, but we will continue to fight for you and do what’s best while also providing hope and positivity, as the Country needs that right now more than ever. PUBLIC NOTICE: CARROLL COUNTY BOARD OF HEALTH PASSES AN EMERGENCY ORDER RELATED TO COVID-19
This order is to supplement a Resolution that was voted on earlier this week to add “Sheltering in Place”. This order was made specifically by the CARROLL COUNTY BOARD OF HEALTH. We have added some frequently asked questions within this post along with the full Order that should answer any further questions as to what was voted on by the BOARD OF HEALTH. Carroll County wants to remain united in our efforts to continue to flatten the curve of spreading this virus any further. We do not want to instill fear, yet we want to be hopeful that by everyone continuing to do their part of social distancing that there is light at the end of this tunnel sooner rather than later and we will come through this together!
As you will read in the FAQ’s please contact your local municipalities with further questions regarding your home and businesses.
Why are we doing this?
This is a critical intervention to reduce the spread of the coronavirus in Carroll County. The Order is designed to ensure that people self-isolate in their places of residence to the maximum extent feasible, while enabling essential services to continue, in order to slow the spread of coronavirus disease 2019 (COVID-19) to the maximum extent possible. While this news may feel alarming, it is a necessary step to prevent a worsening situation and not overwhelm our healthcare system. The patterns of the virus around the world, and in our own state, tell us that moving right now to maximize social distancing and restrict people gathering is the best way to fight the virus and help ensure that our healthcare networks are not overwhelmed.
What does it mean to “shelter in place?”
The term “shelter in place” means to stay in your home and not leave unless necessary for one of the designated exceptions in the Order. In other words, everyone should stay home to slow the spread of the virus. You should limit your movements to essential outings.
What are some exceptions to the “shelter in place” requirements?
Some reasons you would leave your home are to get food, to get a prescription, to see a doctor, to go to work if your work is considered “essential,” to take your child(ren) to and from childcare, and to help people you care for get the things they need to live and be healthy and safe.
What does social distancing mean?
For purposes of the order, “Social Distancing Requirements” includes:
o maintaining at least six-foot social distancing from other individuals
o washing hands with soap and water for at least 20 seconds as frequently as possible or using hand sanitizer
o covering coughs or sneezes (into the sleeve or elbow, not hands)
o regularly cleaning high-touch surfaces, and
o not shaking hands
How long is the ordinance in effect?
From March 25, 2020 at 12:01 a.m. until April 12, 2020 at 11:59 p.m. unless extended by the BOARD OF PUBLIC HEALTH.

Public Notice: Carroll County Animal Shelter Changes During COVID-19 Emergency
Animal Services is working normal hours during the week, but anyone wishing to adopt a pet, needs to make an appointment before coming to the Shelter. Appointments can be made by calling 770-214-3590.
The shelter will NOT be open on Saturdays until further notice.
Animal Control is still on call and available to assist the citizens on an emergency basis. The Shelter is not taking any new animal intakes due to the large number of animals currently at the shelter and the number of adoptions is down for the time being.

County Implements Employee Action to Remain Proactive in Flattening the Curve of Spreading COVID-19
Following the Emergency Board of Commissioners meeting held this morning, Chairman Michelle Morgan held a Carroll County department head meeting via teleconference to ask each department to follow the resolution adopted by each board member setting forth the order to impose social distancing requirements. Chairman Morgan asked each department head to begin rotating employees a week at time or on a basis that would be appropriate for their department to ensure employees stay healthy and be able to maintain a reserve work force to call in as needed so that essential functions of the County can be met. Employees will be continued to be paid as they will be performing any work they can from home and will be required to remain on call to handle issues that arise or to come into the office as needed.
Our goal by doing this is to remain proactive in staying ahead of the curve when making decisions that will keep our employees and community healthy and safe. We want our employees to set the example of sheltering at home and social distancing, in hopes that other businesses and individuals will follow suit.

COVID-19: CORONAVIRUS UPDATE #20
The Carroll County Board of Commissioners held a meeting this morning via teleconference to discuss actions that need to be taken regarding COVID-19. The Order set forth and voted on unanimously is to impose social distancing requirements and to prohibit public and private gatherings of more than ten people. The Order in its entirety is attached in a PDF link provided in this post and will answer most questions you may have as a citizen or business owner, however, we have included a section that will more than likely answer all the frequently asked questions within the post.
FAQs:
Section 4 of the Order: All public and private gatherings of more than ten (10) people occurring outside a household or living unit are prohibited. Nothing in this Order prohibits the gathering of members of a household or living unit. This prohibition shall not apply to the following:
a. Employers and employees gather at their place of work;
b. Grocery Stores, convenience stores, gas stations, hardware stores, department stores, building supply stores, and the like;
c. Hospitals, doctors’ offices, and other health care facilities; or
d. and "Essential Critical Infrastructure Workforce" as defined by the United States Department of Homeland Security.
Section 5 of the Order: Any public and private gatherings of people occurring outside a household or living unit may be prohibited or suspended upon execution of a "Declaration of Emergency Powers" signed by the Chairman of the Carroll County Board of Commissioners.
Section 6 of the Order: All bars, restaurants, or businesses who sell food or beverages for consumption on premises or provide entertainment on premises shall be closed to in-person dining, consumption of alcohol, or entertainment until the expiration of this resolution, subject to the following:
a. Bars, restaurants, and other businesses who sell food may offer food for take-away or for customers to eat somewhere other than at the establishment.
b. Businesses affected by these closures shall establish systems that restrict in-person contact as much as possible. Such processes may include the business taking the food to the customer’s vehicle rather than the customer coming inside the business.
c. Furthermore, business shall ensure that all onsite consumption of food is prohibited, and that employees and contractors of the business maintain at least 6 feet of personal distance between themselves as much as possible given the physical constraints of the premises.
d. If a restaurant is LICENSED to sell beer, wine, and/or distilled spirits for on-premises consumption, such business during the efficacy of this resolution only shall be authorized to sell UNOPENED containers of beer, wine, and distilled spirits for take-out consumption off-premises.

UPDATE ON COVID-19 CASES IN CARROLL COUNTY
Here is the latest numbers just released from Tanner Health Systems as of this morning. These numbers are not provided to increase fear, however, our goal is to continue to keep the citizens of Carroll County informed and to continue to stress how important it is for everyone to do their part to practice Social Distancing and Stay Healthy while we all work together to flatten the curve of spreading this virus.
As of 3/21/20 at 10 a.m. - Positive test results: 23
9 of the positive cases are inpatient, 8 of those being treated at Tanner Medical Center in Carrollton and 1 of those being treated at Tanner Medical Center in Villa Rica.
19 of the positives are Carroll County Residents, 1 from Paulding, 1 from Douglas, 1 from Bartow, and 1 from Polk County.
Tanner has administered over 550 COVID-19 tests, with approximately 400 awaiting independent outside lab results. These numbers could spike in the coming days due to test results returning to hospitals and doctors in the area.

CARROLL COUNTY’S RESPONSE TO POSITIVE COVID-19 PATIENTS
On March 19, 2020 Carroll County Board of Commissioners Chairman Michelle Morgan along with Carroll County Emergency Management Director Tim Padgett were notified by Tanner Health Systems and District 4 Public Health of 7 patients who tested positive for COVID-19 in Carroll County.
According to a press release prepared by Tanner Medical Systems, two of the patients are still receiving treatment at Tanner Medical Center in Carrollton and the other five are practicing self-isolation and home care instructions.
District 4 Public Health has been in contact with individuals who live directly with the patients and plan to reach out to all those who have come in contact with these patients prior to the illness and diagnosis according to their press release. County Officials and the members of the COVID-19 Task Force will continue to work closely with Tanner Health Systems and the Department of Health in District 4 so we may stay up to date on the latest developments and to continue to come up with plans and solutions for recovery in the days, weeks, and months ahead.
Be assured Carroll County will continue to do everything we can to keep our citizens safe and healthy during this unprecedented time. Chairman Morgan said in a statement Friday, “We are working to honor the guidelines of the State, and County employees are working around the clock to serve you .”

Many of you are aware that Justice Harold Melton (Chief Justice, GA Supreme Court) declared a State of Judicial Emergency on Saturday, March 14, 2020. This status tolls/suspends statutory deadlines and requirements and requires Courts to stay open, but only provide “essential” functions necessary to protect health, safety and liberty. Elections
In light of the public health emergency posed by COVID-19, in-person voting presents increased risk to voters and poll workers. Maintaining the integrity of the election depends on the talents of poll workers who are in the high-risk group because their age is over 70. Concern for their health is a central consideration of the decision to postpone the presidential preference primary. Georgians who have already cast their vote in person or by mail for the March 24 primary will be able to vote again in the May 19 primary for the elections already scheduled for that date. If Georgians, who have already cast their vote for the March 24 primary do not vote again in the May 19 primary, their votes for the presidential preference primary will still count. ESPLOST for Carrollton City and Carroll County School systems will also be on the ballot. You can find more information and read the entire announcement at www.sos.ga.gov.

COVID -19: CORONAVIRUS UPDATE #1
Carroll County continues to assess the Covid-19 Coronavirus situation.
We remain in contact with the CDC, Public Health, GEMA and Tanner Medical Center for the latest updates.
We are continuing to coordinate with all local agencies including municipalities, schools and healthcare.
We are evaluating essential functions and continue to evaluate programs and services offered to the public based on CDC, Public Health and GEMA guidelines.
Based on this ongoing evaluation:
Carroll County is temporarily suspending its recreation activities and closing its recreational facilities to the public. The closing will take effect Friday, March 13, 2020 at 5p and will last at least through March 29, 2020. The activities to be cancelled include baseball, softball, soccer, volleyball, track, gymnastics and tumbling classes, and team gymnastics.
UGA EXTENSION/4H
The Carroll County UGA Extension office has cancelled all 4-H activities until further notice. Staff will be cancelling meetings and programs for the next two weeks. Some programs will move to an online training and participants will be contacted with those details. At this time, the Extension office will remain open to the public. If you plan to come to the Extension office, please call first. Staff will be available via email and one-on-one visits at the office or on farm. The Extension staff are available to answer any questions you may have and maybe reached at 770-836-8546 or through the Extension website at ugaextension.org/carroll.
