The Department of Community Development is updating the County Zoning Map. Interested citizens are encouraged to contact County Zoning Administrator, Artagus Newell at 770.830.5861 to inquire about the zoning status of their respective properties no later than February 21, 2008.

The major responsibilities of the Department of Community Development are the regulation, review, and inspection of land development and building construction. Our daily responsibilities include the following:
  • Planning and zoning
  • Enforcement of Carroll County ordinances
  • Issuance of occupational tax certificates
  • Residential and commercial building inspections
  • Commercial and residential plan review
  • Issuance of beer & wine licenses
  • Soil erosion and sediment control ordinance
  • Issuance of building permits
  • Staff support for the Planning and Zoning Commission
  • Staff support for the Board of Appeals
  • Applications for rezoning, variances, and conditional use requests

PLANNING & ZONING COMMISSION
The department also provides staff support for several boards including the Planning and Zoning Commission. Regularly scheduled meetings are on the fourth Tuesday of each month at 6:30 p.m. in the Annex Building located at 423 College Street in Carrollton. The Planning and Zoning Commission has the following powers and duties:
  • To monitor all existing and proposed ordinances, laws, rules and regulations which affect the use of land in Carroll County;
  • To monitor the current and future needs of Carroll County with regard to the regulation of land use and development;
  • To propose amendments to the Carroll County Zoning Ordinance;
  • To maintain and update the Carroll County Future Land Use Plan so that it may provide a current database with decisions on proposed amendments and variances to this ordinance may be made;
  • To carry out an ongoing comprehensive land use-planning program;
  • To review all proposed amendments to this ordinance or the zoning maps, conduct public hearings concerning said amendments, and make recommendations to the governing authority concerning said amendments.

COMMUNITY DEVELOPMENT BOARD OF APPEALS
The Department also provides staff support to the Carroll County Community Development Board of Appeals. Regularly-scheduled meetings are on the first Thursday of each month at 5:30 p.m. in the Annex Building located at 423 College Street in Carrollton.

The Appeals Board has the power to:

Authorize upon appeal in specific cases such variances from the terms of the zoning ordinance as will not be contrary to the public interest where, owing to special conditions, a literal enforcement of the provisions of this resolution will, in an individual case result in unnecessary hardship, so that the spirit of the ordinance shall be observed, public safety and welfare secured, and substantial justice done. The Community Development Board of Appeals may grant such variance upon a finding that all of the following conditions exist:

  • There are extraordinary and exceptional conditions pertaining to the particular piece of property in question because of its size, shape or topography.
  • The application of the resolution to the particular piece of property would create an unnecessary hardship.
  • Such conditions are peculiar to the particular piece of property involved and
  • Relief, if granted, would not cause a substantial detriment to the public good or impair the purposes and intent of this resolution.
