Donna Armstrong Lackey has spent 37 years in the field of economic and community development. She has recently been named the Executive Director of the Carroll County Board of Commissioners.
Prior to joining the County Commission staff, Donna served as Director of the University of West Georgia Office of Public Service and Outreach, leading Carrollton-Carroll Education Collaborative, campus and community partnerships, non-profit leadership development, and talent development in the UWG five-county service area.
Previously she served as Senior Vice President for Carroll Tomorrow and the Carroll County Chamber for 12 years. Her work history includes community and economic planning and development for Carroll County, Heard County and the Chattahoochee-Flint RDC. She was the first planner hired by Carroll County in 1985 so she is coming full circle with her new appointment.
She holds a Master of Public Administration from the University of West Georgia; a Bachelor’s degree in Communications/Public Relations from Shorter College; and, a professional certificate in Economic Development from the University of Oklahoma. She is a 2001 graduate of Leadership Georgia.
Donna was appointed in 2020 by Governor Kemp as the 3rd Congressional District appointee on the Georgia Department of Community Affairs Board of Directors. She served 12 years representing Carroll County on the Three Rivers Regional Commission and as an Executive Board member of the Three Rivers Workforce Development Board.
Donna has just completed a 9-year appointment as chair the Carroll County Civil Service Board and has served as the at-large appointee on the Carroll County Planning and Zoning Commission.
She is an active Rotarian having served as the 2013-14 President of the Rotary Club of Carrollton and is a Paul Harris and Will Watt Fellow.
She and her husband, Norman reside in south Carroll County. They have two grown children.
