Prison Rape Elimination Act (PREA)
PREA Policy Carroll County Correctional Institution has a ZERO tolerance for any form of sexual harassment and PREA acts. All complaints are investigated at the facility level and if deemed credible, the Georgia Department of Corrections Investigative Unit will assume responsibility. In all emergencies, local authorities are notified for support and investigative matters.

Carroll County Correctional Institution met all 42 PREA Standards and exceeded in 4 of them during its 2019 federal audit.
2016 PREA Audit Results
Carroll County CI participated in their first PREA Audit on January 25, 2016. The institution was issued a PASS rating meeting all 44 standards of the audit and exceeding in three areas.
2016 Annual PREA Report
Carroll County C. I. received 1 PREA claim during the 2016 calendar year. A preliminary investigation were completed by Carroll County Prisons certified PREA Coordinator and facility Sexual Assault Response Team (SART). The case was found case to be substantiated and further investigation was turned over to the Georgia Department of Corrections Internal Affairs Investigative Unit. Policy changes were initiated to correct training issues.
2017 Annual PREA Report
Carroll County C. I. received 2 PREA Hotline cases which were both determined to be Unfounded. A preliminary investigation was completed by Carroll County Prisons certified PREA Coordinator and facility Sexual Assault Response Team (SART). The case's were unfounded.
2018 Annual PREA Report
Carroll County Prison had 8 PREA allegations and 4 investigated false PREA Hotline calls for the 2018 year. Three claims were found to be Unfounded. Three sexual harassment claims were found to be substantiated and two cases found to be not PREA status claims. All substantiated cases resulted in disciplinary actions toward the aggressors.
2019 PREA Complaints
There were eight investigations conducted into sexual harassment or PREA. Of the eight, one was unsubstantiated, two were substained, and three unfounded.

The facility received two PREA reports with one being ruled not PREA and one case ruled unsubstantiated.
